Allocation widget

Many Howspace fans have been asking for a widget for allocating different resources as part of the decision-making process. Allocation can be points, money or other resources. Every participant (or selected users/user lists) could allocate the resources and that could help to prioritize decisions in detailed level. This could be used even for larger scale participatory budgeting.
